Digital Gold Currencies do it this way:

• Store a gold bar

• Issue digital gold where
  1 gram digital ==approx== 1 gram physical

• build a webserver for user accounts

• protect with SSL/HTTPS and passphrases

• add a user ==> user transfer

• wrap it all up in governance

Payment model is the same, but the web services APIs are not!
